About LESA--Who We Are and What We Do
LESA (The Lewis Engineers and Scientists Association) IFPTE Local 28 of the International Federation of Professional and Techincal Engineers is the officially recognized bargaining unit employees' association at the NASA John H. Glenn Research Center at Lewis Field.
The members and officers of LESA are your fellow employees, with the same concerns and issues as any GRC Civil Service employee.
Federal sector unions are authorized to negotiate with regard to personnel policies and practices and general working conditions.
The first contracts negotiated between Center management and LESA were done by unit. The negotiation of a separate contract, for each unit, proved to be cumbersome and time consuming by both Center management and LESA. As a result, LESA now performs its' exclusive representational duties under one contract, which incorporates the interests and needs of both units.
The LESA Agreement contains a clearly defined grievance procedure. The grievance procedure covers any matter of employee concern or dissatisfaction, which is subject to the control of center management, with few exceptions. The grievance process contains three clearly defined steps, as described in the negotiated agreement. LESA provides representation at each of these progressive steps. If resolution of the employee's grievance is unresolved, after these three progressive steps, arbitration can be invoked by the center or by LESA.
LESA, through a PACT union grievance, won the employees' right to have union representation during a desk audit.
LESA's contract provides for a representative to be on all CPP (Competitive Placement Panels), upon request by LESA.
LESA maintains a computer printout of all bargaining unit employees, provided by LeRC management, which contains the name, grade, step, title, series, and organizational unit of each employee. These lists are received on a quarterly basis and are used maintaining strict confidentiality.
LESA, over the years, has acquired a great deal of representational experience in the area of EEO. We have represented unit employees filing EEO cases regarding discrimination based on sex, age, race and religion, as well as cases of sexual harassment. We have also provided representation for filing of an equal pay complaint with EEO.
LESA provides assistance to employees filing classification appeals.
LESA is also authorized to represent at all administrative forums such as MSPB, (Merit Systems Protection Board) and Arbitration.
Non-Bargaining Unit Employees, or those determined to be excluded from LESA bargaining units are legally represented by LESA Off-the-Clock. Non-bargaining Unit employees do not have the benefit of dues check-off (payroll deduction) and therefore pay dues direct to the LESA Treasurer.

Whom We Represent

1) The Scientists and Engineers (SE&E) Unit, consisting of all engineers and scientists classified in NASA Codes 200 and 700 and other employees classified in NASA Code 900, including all probationary employees in these codes, employed by the Center. There are excluded from this unit, non-professionals, management officials, supervisors, temporary employees, employees engaged in federal personnel work and guards.

2) Professional, Administrative, Clerical and Technical (PACT) Unit of all professional employees(accountants, attorneys, librarians, price analysts) classified in NASA Code 600 and all non-professional employees classified in NASA Codes 300, 500, and 600, employed by the Glenn Research Center, NASA.
Excluded from this Unit all confidential employees, employees engaged in investigative and audit work, participants in cooperative education programs, management officials, supervisors, and employees engaged in Federal personnel working other than a purely clerical capacity.
