LESA History
The Lewis Engineers and Scientists Association (LESA), IFPTE LOCAL 28, was organized, primarily, as a direct result of the Reduction in Force (RIF) that took place, throughout NASA, in the early 1970's. The creation and implementation of the competitive levels used for the RIF procedure by NASA Centers, which were in violation of the Federal Personnel Manual (FPM), showed a need for the engineers and scientists to seek representation.
As the result of winning the vote conducted by the Department of Labor, of all LeRC (now GRC) engineers and scientists, the IFPTE, AFL-CIO & CLC, Local 28, LESA (Lewis Engineers and Scientists Association) was certified as the exclusive representative on May 7, 1976.
Directly following the certification of the engineers and the scientists, the technical support employees organized. The Department of Labor deemed that they did not constitute a unit and LESA was directed to go back and pick up the clerical and administrative support employees. As a result, the Professional, Administrative, Clerical and Technical employees, known as the PACT Unit, was certified on April 12, 1978.
The Department of Labor determined that there would be two units. As stated in the NASA Lewis-LESA contract:
The Center hereby recognizes the Union as the exclusive representative of all Center employees:
1) In a Unit consisting of all engineers and scientists classified in NASA Codes 200 and 700 and other employees classified in NASA Code 900, including all probationary employees in these codes, employed by the Center.
Excluded from this unit, non-professionals, management officials, supervisors, temporary employees, employees engaged in federal personnel work and guards.
The Center further recognizes that the Union was certified as such exclusive representative by the United States Department of Labor on May 7, 1976, in Case No. 53-08774 (RO).
and
2) In a Unit consisting of all professional employees(accountants, attorneys, librarians, price analysts) classified in NASA Code 600 and all non-professional employees classified in NASA Codes 300, 500, and 600, employed by the Lewis Research Center, NASA.
Excluded from this Unit all confidential employees, employees engaged in investigative and audit work, fire fighters, participants in cooperative education programs, management officials, supervisors, and employees engaged in Federal personnel work in other than a purely clerical capacity.
The Center acknowledges that the Union was certified as the exclusive representative for the above described Unit by the United States Department of Labor on April 12, 1978, in Case No. 53-10325 (RO).
